The deal received antitrust clearance from the Department of Justice in June, which means it now has all the regulatory approvals in the US.
In July, it was given the green light by the European Union’s antitrust regulator.
Nokia and French telecoms equipment maker Alcatel-Lucent said they will continue to work closely with the remaining anti-trust authorities in the relevant jurisdictions to conclude their regulatory reviews as soon as possible.
The proposed transaction, which is expected to close in the first half of 2016, remains subject to the approval of Nokia shareholders.
In April, Nokia and Alcatel-Lucent announced a €15.6bn all-share takeover which would leave Nokia shareholders with about 66.5% of the combined business.
