Total Voting Rights: Month-end Disclosure

Cable and Wireless plc (the "Company") confirms that on 31st August 2008, its issued share capital consisted of 2,558,324,566 Ordinary Shares of 25p nominal value with voting rights ("Ordinary Shares"). 

The Company holds 45,665,878 Ordinary Shares in treasury.

Therefore, as at 31st August 2008 the total number of voting rights in the Company is 2,512,658,688. Shareholders may use this figure as the denominator for the calculations by which they will determine if they are required to notify their interest in, or a change to their interest in, the Company under the FSA's Disclosure and Transparency Rules ("DTR"). 

Changes to the Company's issued share capital since 31st July 2008 relate to the issue of new shares on the exercise of employee share options and the issue of scrip dividend shares.

This announcement is in conformity with DTR 5.6.1.
